If you've confirmed that there isn't a leak anywhere on the system, you'll next want to check and make sure that the thermostat is up to the tank and making contact on the clear plastic spot; it could be a simple bad connection like this that is keeping the thermostat from reading the correct water temperature.

Check valves can fail due to ice in the winter or debris in warmer months, or simple wear at any time. I think if it were me I would try to warm the check valve with a heat source like a heat gun, being careful not to melt the plastic around it. The Atwood water heaters have been discontinued and the replacement parts are getting harder to find. If you tried a new board and thermostats there really isn't anything else to try aside from replacing it.

I am not extremely familiar with the Surburban Water Heaters but after some research it appears they have a two-in-one drain valve/anode rod. Although we do not have a direct replacement for this it looks like others that were having trouble finding this either did away with the anode rod and just installed a drain valve or did away with the drain valve and installed the anode rod.

It actually looks like you have the Valterra Double RV Waste Valves # T80. This comes with both of the waste valves already installed and they can be rotated 360 degrees on the elbows for ease of installation.
We do have replacement waste valves but to know exactly what you need you would have to take your current system apart. If it all comes off as one unit then you can install the # T80. You could use a replacement handle like part # TX8HPB to replace your lost valve rod. This one is 8" in length so it'll be just a bit longer than the original but will get the job done. You can use the Valterra Waste Valve # T1001B to replace what has broken off, as it is a 1-1/2" diameter pipe that is designed for gray water systems. The challenge, as you're aware, is what to do about the broken pipe that is lodged there. You can try to chip it out and use a small length of PVC pipe to replace the broken end and attach it to the # T1001B with some ABS Solvent Cement # A05-0303.

It depends on what type of waste valve you currently have. If you have a Valterra Bladex then you can replace the waste valve body with part # T1001VP for a 1-1/2" diameter or part # T1003VPM for a 3" diameter. It definitely sounds like you have a thermostat issue on your Atwood gas/electric 10 gallon water heater.
